During Tropical Storm Hilary, 78 unhoused individuals were hosted at the Emergency Shelter, according to a memo released by the City.

Hilary was the first tropical storm to hit Southern California in 84 years and with it came warnings of potentially life-threatening flooding across the region.

Pasadena did not experience significant damages or injuries during the storm.

“When the City of Pasadena Emergency Operations Center activated on Saturday, August 19, setting up an Emergency Shelter was identified as a top priority necessary for providing a dry and safe location to ride out the storm for people experiencing homelessness and any residents who may have needed to evacuate their homes,” according to the memo.

Parks, Recreation, and Community Services led efforts to establish a shelter at Villa Parke Community Center. The effort included cots and blankets, distribution of clean dry clothing, warm showers, and meals.

Public health nurses offered case management to assess non-medical needs for residents and coordinated with the Fire Department Emergency Medical Services Reserves to conduct medical assessments at the shelter.

According to the memo, 43 residents were transported by bus to the shelter. Fifteen people were transported by outreach teams to bus pickup location.

During the storm 15 case management sessions completed, five medical assessments were completed and 130 unhoused residents contacted in the field by the outreach teams. Three unhoused people with pets were placed at Union Station Homeless Services.

The Pasadena Fire Department responded to 90 emergency calls, addressing alarms, medical aid requests, and incidents involving fallen trees. Fire Stations 37 and 38 distributed sandbags to Pasadena residents.

Pasadena Public Works Department swiftly responded to 9 incidents on Sunday, August 20, involving fallen tree limbs. The department anticipated closer to 60 incidents by the end of the day on Monday, August 21.

Pasadena Water and Power (PWP) crews responded to several localized power outages caused by fallen trees and downed power lines.
